１では、more than twenty (20) days after ～の部分がポイントです。
通知の日から「20日を超えて」＝通知の日から起算して21日目以後ずっと、
という意味になります。
2では応用で、more than ではなく later than を使った表現、しかも no がついています。
これは、no more than と同様に考えて、「～以内」です。90日の方にだけ calendar がついていて、30日のほうにはついていませんが、この文書（掲載したURLから参照）全体で、calendar days となっているところと days だけのところがあります。単に calendar を付け忘れただけかもしれません。
さて、今回の本題です。
◆ less than ～／not less than ～／no less than ～
less than ～は「～より少ない」数を表します。
less than 10 days は、「10日未満」あるいは「9日以下」、less than 50 % は、「50%未満」（必ずしも49%以下ではありません：前回を参照）です。日数や回数、人数など、整数だけで考えることが出来るものは、その数より1引いた数「以下」と表現することが出来ますが、パーセンテージや重量、長さの単位などは less than 10kgを「9キログラム以下」とすることができません

【例文】
After the first Meeting of the Committee, a Member shall gain voting rights at the close of the second consecutive Meeting attended by the Member or, if less than two Meetings are called within 60 days after the person becomes a Member, at the close of that 60th day.
【訳例】
委員会の第1回会議が開かれた後、委員は、その委員が2回連続して出席した2回目の会議が終了した時点で、またはある人が委員になった後60日以内に招集された会議が２回未満の場合は、その60日目が終了した時点で、議決権を得るものとする。

この less than two ですが、「２回未満」はちょっと不自然と思われる方もいるかもしれません。「委員になった後60日以内に招集された会議が１回だけ、または1度もない場合は」としても構いません。
「未満」とするか「以下」に書き換えるか、あるいはまったく別の表現にするかについては、意味が変わらない範囲で、自然な日本語を選べばいいと思います。
では、not less than ～はどうなるでしょうか。
not less than 10 days は、「10日より少なく」ないので、「10日以上」となります。

【例文】
The application for Certificates of Origin and all documents related to such application shall be retained by the Issuing Authority for not less than two (2) years from the date of issuance.
【訳例】
原産地証明書の申込および、かかる申込に関連する全ての文書は、発行の日から2年以上、発行機関によって保持されるものとする。

続いて no less than ～です。
not more than／no more than と同様、not less than／no less than には、若干のニュアンスの違いがあります。
He earned no less than 1 million dollars last year. は、
「彼は昨年、100万ドルも稼いだ」という意味になります。
単に「100万ドル以上」というのとは少し違います。「以上」だということを特に強調したい意味を no に込めています。

【例文】
The first meeting of the Committee shall occur no less than 30 days after the announcement of its formation in the case of a telephone or other electronic meeting, and no less than 45 days after the announcement of its formation in the case of a face-to-face meeting.
【訳例】
委員会の第1回会議は、電話会議またはその他の電子的な会議の場合は、委員会結成の発表から30日以後に、直接会合する会議の場合は、その結成から45日以後に、行われるものとする。

ただし、上の例文のように契約書や法令、その他規約などの条文で用いられている場合、no less than の意味を出すために、「少なくとも30日以後に」のように「少なくとも」を入れても入れなくてもどちらでも結構です。「少なくとも」を入れなくても、上の例文でこの会議が29日以内に開催されることにはなりませんので、「30」という基準の数字を示すという条文の役割は十分に果たされます。条文内に at least という表現がわざわざ含まれていれば訳しておきましょう。
